Still in the first half of 2021, the first actions are planned for the replacement of about 90 thousand lamps and the special lighting of 40 historical and tourist spots in the capital. In order to carry out the work, the Municipality of Belém held on Friday 13th afternoon, in the David Mufarrej auditorium, at the University of the Amazon, a public hearing regarding the Public-Private Partnership (PPP) project in public lighting.
Belém will be the first city in the North Region to implement a PPP project for public lighting, after the municipality was selected in 2018 in the public call for tenders from the Fund for Supporting the Structuring and Development of Concession and PPP Projects (FEP CAIXA) , managed by Caixa Econômica Federal, under the coordination of the Ministry of Regional Development (MDR).
The public hearing completed another stage and the penultimate before the launch of the bidding notice, scheduled to take place in the second half of April and which will define the company or consortium that will be responsible for managing the public lighting service in the capital, via administrative public concession. , under the use of LED model lamp technology, which are more economical and more durable.
“This is a pioneering experience that will generate a series of benefits for the population. It is an unprecedented project in the North of Brazil. The intent of the City Hall is to provide a service more efficiently and this is only possible due to partnerships with the federal government. This PPP honors not only the efficiency, the quality performance of the technical staff of the city hall, but also the public control of the contracted concession. This is an administrative concession for a service and not a privatization ”, said the attorney general of the municipality, Daniel Silveira.
Benefits – The concessionaire company will invest, in the first two years of the contract, an amount of approximately R $ 110 million for modernization, energy efficiency, expansion, operation and maintenance of the municipal public lighting network, during the term of the concession. In addition to the modernization of the public lighting service, the PPP contract will enable other significant gains for the city, in accordance with the provisions of Federal Law No. 1,079 / 2004. The work of the company winning the bid, in addition to generating benefits with the replacement of 100% of the current fixtures with LEDs, will make it possible to reduce electricity consumption and increase public safety, since the exchange of lamps in priority areas will be prioritized. with high criminal records and traffic accidents at night.
The public hearing was attended by members of the municipal government team, including the Municipal Secretariats of Urbanism (Seurb), the General Coordination of Planning and Management (Segep), Finance (Sefin), Administration (Semad), the Attorney General’s Office. Municipality (PGM), the General Audit of the Municipality (AGM) and the Development and Administration Company of the Metropolitan Area of Belém (Codem) and the Urban Mobility Superintendence (Semob), representatives of the Municipality of Belém (CMB), of the Ministry Development Bank (MDR), Caixa Econômica Federal (CAIXA), IFC (International Finance Corporation) of the World Bank, consultants from Accenture and Madrona offices and members of the Municipal PPP Program Management Council, as well as representatives of the Court of Auditors Municipalities (TCM), residents and community leaders.
The elaboration of the project started in July 2019. For the municipal secretary of Urbanism, Anette Klautau, the project is not only pioneering, innovative, but also provides better quality of life to the population. “In nine months of construction, we dedicated ourselves to making this quality work possible and using new technologies, made possible by the Zenaldo Coutinho management”, said the architect.
The public knew details of the actions related to the public lighting PPP during the presentation of the project coordinator, engineer Mauro Gaia. He was chairing the technical activities of the audience, the second table set up during the program in which the CEF technician, Samanta Schuber and Otávio Fernandes, from IFC, spoke. “In Brazil, more than 8 million people have already benefited in 41 Brazilian cities due to public lighting PPP projects. After this hearing and the conclusion of the public consultation period, we will systematize the questions and contributions for the publication of the bidding notice and the event by the end of this semester, with a view to signing the contract until August 2020 ”, reinforced the coordinator.
